Release = What Can Be Deployed.
A Release packages template versions, configuration versions, schema versions and a data contract. Deployment is the act of applying it to targets.

Scale needs targets, not individual clicks
A Deployment Group represents a family of targets — all state nodes, all Minnesota city nodes, a vertical, a template family, a domain cluster.
